周王安博士，碩士生導師，愛國青年企業家，國家教育部高級技術經理人。他兼具跨學科背景與豐富的行業實踐、社會履職經驗，長期深耕科技領域，積極推動粵港澳大灣區科技發展與社會公益事業進步。
周王安博士持有澳門大學公共行政博士學位、工商管理碩士學位及計算機工程學士學位。在專業技術與管理領域，他擁有自動化高級工程師、計算機技術及應用高級工程師職稱，身為 IEEE 高級會員，同時持有 PMP、ACE、CISP、CSPM 和 CFA-ESG 等多項國際與國家級權威專業認證，具備扎實的跨學科理論基礎與卓越的技術研發管理能力。
職業履歷與科創成果：他在軟件開發、企業管理及科技服務行業擁有超過 20 年的深厚經驗。現任澳門集中地科技有限公司董事總經理、澳門金達資訊科技有限公司 CTO，曾任新大陸集團市場總監、澳門高芯科技總經理、Y5ZONE 有限公司總經理。期間他深度聚焦科技成果轉化領域，個人及團隊擁有 20 餘項軟件著作權和國家發明專利，並榮獲深圳市科協頒發的「計算機科技貢獻獎章」。
作為澳門國際科協的發起人之一，他積極與政府合作共建「Wi-Fi 街」項目，實現網絡覆蓋港澳，有力推動了雙城科技旅遊基建的發展；同時致力打造智慧旅遊城市沙盒，在澳門積極開展前沿科技產品的推廣、增值、整合與銷售工作。
產學研協同與社會履職：周王安博士長期聚焦粵港澳大灣區的科技成果轉化與產學研協同創新。他深度參與高校創業中心的科創項目孵化與成果轉化服務，精通產學研跨境合作機制設計，在技術賦能社科研究、跨學科創新應用方面具備扎實實踐能力。他受邀擔任《浙江電力》雜誌“面向新型電力系統高性能計算需求的量子科學與人工智能技術”專欄的聯合特約主編，系統梳理前沿技術路徑，推動人工智能與計算機應用技術賦能新型電力系統工程實踐。
在大灣區科技青年界，周王安博士具有廣泛的代表性與影響力，入選「新時代穗商」。他曾被委任為海珠區 CSO 首席服務官、深港澳人才交流和資質互認委員會委員、珠海工程機電職稱評委、教育部學位與研究生教育發展中心碩博學位論文評審專家及知網審委；同時擔任澳門理工大學、暨南大學等高校的客席講師，以及南方軟件園、中大國際創新生態谷、粵港澳大灣區（廣東）創新創業孵化基地等多家機構的雙創導師。此外，他還擔任大灣區多個協會的管理職務，全面參與戰略規劃，依託協會平台鏈接跨境科創與投資資源，為相關課題研究提供堅實支撐。
公益事跡：在事業發展的同時，周王安博士熱心社會公益。自 2011 年起加入「中國助養兒童計劃」，與香港無國界義工多次前往雲南、貴州、青海等偏遠山區支教助學。2013 年加入國際扶輪組織，並於 2017 年當選為澳門區扶輪社社長，期間高度關注城市心理健康，發起「微笑挑戰行動計劃」推廣正向人生。同時，他亦大力支持廣東、廣西、陝西等地的公益項目，捐助淨水設備與技術，切實解決山區不潔飲水問題，改善當地群眾的基本生活條件。

Dr. Penny Wong-On CHAO is a Master's Supervisor, a prominent Young Entrepreneur, and a Senior Technical Manager recognized by the Ministry of Education of the PRC. He possesses extensive interdisciplinary expertise and rich experience in promoting science and technology transfer, industry-university-research collaboration, and social welfare initiatives across the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
He holds a Doctor of Public Administration (DPA) degree from the University of Macau, a Master of Business Administration (MBA), and a Bachelor of Computer Engineering degree. Demonstrating a robust interdisciplinary foundation, he holds IEEE Senior member and the professional titles of Senior Engineer in Automation and Senior Engineer in Computer Technology, complemented by prestigious certifications including PMP, ACE, CISP, CSPM, and CFA-ESG.
Professional Experience & Innovation: With over 20 years of experience in software development and corporate management, Dr. Chao currently serves as the Managing Director of Macau Habitat Technology Co., Ltd. and the CTO of Macau Kingdom Information Technology Co., Ltd. His career highlights include executive roles such as Marketing Director of Newland Group and Managing Director of Y5ZONE. He has secured more than 20 software copyrights and national invention patents, and was awarded the Computer Technology Contribution Medal by the Shenzhen Association for Science and Technology.
As a co-founder of the Macau International Association for Science and Technology, he spearheaded the "Wi-Fi Street" initiative in collaboration with local governments, enhancing smart tourism infrastructure across Hong Kong and Macao. Furthermore, he serves as the Co-Special Editor-in-Chief for the column "Quantum Science and Artificial Intelligence Technology for High-Performance Computing Needs of New Power Systems" in Zhejiang Electric Power, leading cutting-edge research in AI-driven power engineering applications.
Academic Appointments & Social Leadership: Recognized as a "New Era Guangzhou Merchant," Dr. Chao holds numerous academic and social appointments. He serves as an expert for the Postgraduate Education Evaluation and Monitoring Database of the Ministry of Education (PRC), a reviewer for CNKI, a guest lecturer at Macao Polytechnic University and Jinan University, and a mentor at key tech incubators including the South China Software Park and the GBA (Guangdong) Innovation and Entrepreneurship Incubation Base. Heavily engaged in regional governance, he also holds administrative roles in multiple GBA associations to connect cross-border sci-tech resources and venture capital.
Public Welfare: Highly dedicated to social responsibility, Dr. Chao has been a committed supporter of the "China Child Sponsorship Program" since 2011, joining hands with Hong Kong Volunteers Without Borders for educational assistance in remote mountainous areas of Yunnan, Guizhou, and Qinghai. Serving as a Rotary Club President (Macao) in 2017, he launched the "Smile Challenge Action Plan" to advocate for urban mental health. Additionally, he actively funds water purification engineering projects in rural regions of Guangdong, Guangxi, and Shaanxi to significantly improve local living conditions.
